Well either way...you´d probably use Aframe (plenty of other options too) but thats the one i´ve mostly seen used and tried. You basically build it, so that its fully viewable in any browser - but has a defined area <aframe></aframe> where the VR environment you design is loaded and the VR content called

Obviously check out some other options too to see what suits ya (and/or scream at ElevatedX to release a ready made VR template if they havent already) - if they havent...i´d simply learn the basic aframe logic/commands and edit them into a template
