Earthlink.net is $50 per month with taxes and is decent ADSL. No setup costs and they mail you the modem for free along with some line filters. It's 1.5 download and 125k upload. I know lots of people that are happy with their service.
The Comcast service that I'm getting has a useful thing for me. They give you a smtp server that you can use anywhere so no more trying to figure out what the smtp settings are when I'm using a hotspot or at a friendŐs place. I don't think it comes with a dialup account, not sure, but I don't care as I've never even used the modem in my laptop. My laptop uses Bluetooth with my cell phone to give me internet access at dialup speeds anyplace that I have cell service. I can even get phone calls while connected. I find myself using this pretty often.
There is also some cheaper places to get ADSL but from what I hear they pretty much all suck.
