I could always throw up a quick website that allowed webmasters to submit cheating domains and they could be verified by clicking on the link so they at least could maybe be sortable and webmasters could download and sort through whatever they wanted. IP address bans, domain bans etc.
Let me know what you guys think. I could whip something up pretty quick like.
