It's a communist country so they probably just scare them and then get good pribes.
I have been working in old CCCP. If police stopped us when we were going somewhere by car we just paid and then continued.
I wanted my bodyguard to come with me to Finland, but he didn't had a pass. Woman in office said it takes 7 months to get one. I put money inside his homeland pass (they had to keep homeland pass with them all the time, police could come anytime and ask it) and said we wait until the foreign pass is ready. We walked out there with new foreign pass.
I can tell stories like that for whole evening and more. I'm sure it's same in China, Cuba and North Korea. In those countries I haven't been, althought I like Cuban music.
