I think it varies from webmaster to webmaster - of course, the more promo tools you offer the webmasters, the better the odds of you having what they need for that particular project.

I like programs that offer hosted free sites, but I'd bet that only 1% of the programs out there are offering them these days (and the number of programs that offer decent ones is about .5% - LOL)
