It's always good to build as much as you can.
If you build 3 sites a day, you can submit first one to every LL in your submit list. Then you can submit two more to LLs that take more than one site per day.
Keep list of all sites and submits. That way you can submit those two sites to LLs that take only one site later. Days when you don't have power to build new sites will come, and anyway, when you have good info of your sites you can submit old sites to some LLs and new sites to others.
If you have Excel, make a spreadsheet and put all data there. If you don't have, check out 602 PC Suite:

It was free when I downloaded it couple of years ago. Now it's $29.95. That's much less than Excel. No referral, I just use the old version everyday. Excel of course have some better features, but is too expensive.
