There are many other areas where animals are abused for peoples' entertainment. Dancing bears, for example.

Agreed, animals may have had a a raw deal in the past, I'm sure many grisly horror stories abound.
Tightening legislative controls, ensuring animals are not being mis-treated, this is the way to deal with the tradition of something like a circus.
You don't just remove the animals from a circus. You make sure controls are in place to ensure their safety and happiness.
It's like closing down the porn industry because of child porn. You stop people committing child porn, you dont remove all the legal-age, professional, "well-treated" models.
