Hmm I think that guy wanted to know if its better to make the site look nice , good design etc. which would take more time or just make the site look poorer but make it faster.
I'd say - depends on your mood. If you comply with LL's owners rules (ie. have not overused content, no blind links etc.) I think you wont get rejected due to poor free site design.
