Hqhost is serving more than 15000 webmasters because it is one of the best hostings.
And 99.5% of webmaster do not cheat. Only 0.5% of them appears to be cheaters.
HqHost is a big company and don't meet cheaters and wanna get rid of them just like u owners do. So maybe u will better get in touch with them to discuss how to better fight against them.

But if u ban hqhost all u will get is having the same cheaters to use another host,dns, etc...
U will not decrease number of cheaters. But it will definetly make problems for more than 14000 honest webmasters..
