Max, there is no benefit for us to contact the host, it isn't cheating in any LEGAL sense (although some of them do break the law) but it has more about being dishonest - redirects after listing, links to KP top lists, questionable sponsor sites, multiple submits, multiple domains, all the end up pointing to only a few places.

Too many of them have paysites with regpay or trustbill on the end of them. Many of them promote "Drunk mom and boy" sites, "nature girl" sites, etc. There is a whole bunch of non-consentual and non-of age stuff going on.

I choose to list stuff that is good for my surfers, is enjoyable to them, and makes them want to come back and consult with me in the future for other good sites to check out. I don't want to send them to a redirect, to hell, or to a membership site that is going to rip them off, steal their money, or use their card information to produce white cards to go shopping with.

90% of russian webmasters MIGHT be honest, but the 10% are doing enough bad to cover it all up.

I personally blacklisted many russian ISPs as well, so I don't even accept the submits from those IPs. That got rid of about 50% of my scamming shit every day.
