DSL is a different speed for everyone. It depends on how far your house/office is from some kind of area phone box thing-a-ma-jig ... i would be surprised if all sponsors, one not affiliated with the other, have somehow decided to throttle their dload speeds all at 25k/sec.
Then to confound this question, you say you are getting 200-300 in another scenario (although i admit i dont know what youre talking about, backups using DAP - maybe im retarded)
dsl is generally faster on dload speed than upload speed, and ive seen dsl connections that werent much better than dialup due to crappy phone lines or distance from whatever the thingamajig is (router?) ... i would ask the sponsors if their dloads are throttled just to know, and then do a speed test, and then if necessary call the dsl provider and tell them they need to tweak some stuff. Sometimes they will run seperate new phone wire from your phone box to the pc if your house wires are causing lag. but you have to rule out the throttling and do a speed test before that.
