I really don't think he's suggesting that partners only be able to submit using one domain.

But rather a scenario where you'd be allowed...say...10 domains per partner account, and you would have to have the domains more or less registered with the TGP, if that makes sense. If your submits weren't coming from one of those pre-approved domains, then you couldn't submit. The TGP owner is able, that way, to check whois, etc, on every domain you that will be coming in under your partner account before they are an approved domain.

My take on it, anyways.
