In the US, business is regulated. If you fail to follow regulations, you may very likely find yourself being fined and/or arrested. This is nothing new. To suggest that following regulations is behaving like "Chicken Little" is absurd. Go open a sidewalk bar without a license and see how long you last.
If you don't like the laws, fight them, don't ignore them.
And for those not in the US, obviously what I'm discussing doesn't pertain to you.
