Moore's voice-over commentary is more than justified and is a technique present in 99.99 percent of most documentary (or docu-drama) films. The events unfolding visually were too compelling for us to prefer watching Moore talk into the camera.
I think the genius behind his filmmaking is the accessable style. He is a filmmaker concerned with getting the largest audience possible. Many people will not go to the cinema to watch a documentary, or buy / rent a dvd, for that matter. How many documentaries does the average american watch on his dvd player or at the cinema each year? Moore makes his documentaries entertaining on both the intellectual as well as the popcorn level. This ensures maximum exposure in getting his personal beliefs across.
