I come from the time when link list owners where happy to have submissions. It meant a few more hits their way and bookmarkers for them. As site builders we gave them the content they needed to run a link site. Yes I know there is more than enough sites to fill thousands of link sites. But there is always a hit from somewhere that you didn't have and who knows that hit could be a sale somewhere on something. And good quality submissions are not always what comes in.
I know that many of the crap sites out there make for tiring reviews and I know all about reviewing sites. Not only did I have 2 links sites but I have been an editor at dmoz for over 4 years now I think. It is frustrating and tiring. With my link sites though I always try to look for reasons to list a site who knows maybe that page will hit a #1 spot on a se and having my listing there will only help me not hinder me. I can understand the closed submissions that happening now. To try to keep out the spam submissions that I am sure these owners get now a days with all the submission software. There will always be those that abuse anything and everything that comes out to help us do our JOB more effectively and effiecenetly.(sp) LOL tired already lol. But that is the bigger picture this is still a JOB and I have seen way too many people that seem to forget that the purpose of this is to make money not supply their bookmarks with tons and tons of free content without barely a chance to make a buck.
I remember when most of the big guys thought dmoz rules were too strick, now those same guys have rules much stricker than dmoz....
