I submitted this site but didnt get listed please give me some pointers on why and how to improve it to get listed

All pics on one page
Pics < 500 on long side

I will change pics to be > 500, do I split pics onto 2 pages?
and there is a recip on the site just not one on those pages its at liquid4play.com/hardcore.htm

The only problem I can see if that you have an ad in with the recips - that's pretty much a no-no

And that site you mentioned that doesn't have a recip is a Hosted Free Site (you can tell by the domain - LOL)

Add a row or two of recips in addition to the ones already there and submit away.

One suggestion - on the main page - http://liquid4play.com/terapatrickmain.htm - link the pics above the gallery links to the galleries as well - makes it a bit easier to surf

If I were you, I'd make up seperate entrances like you did for this one & then submit them one every week (I say one per week so that you don't make the reviewer think you're using the same templates over & over again)

Also by not submitting your root site you are free to do anything you want to it without having to worry about anyone's rules.
