Where do you send traffic a program won't take?

Here's what I mean in more specific terms...

I was looking around in a webmaster admin area and noticed that the sponsor says that since they don't accept traffic from some blocked countries, a webmaster can enter a url where they want the traffic from the blocked countries to be sent.

Maybe we can make a list here of good places where someone could send that traffic? Or even funny places for that matter.

Anyone want to start?
