Pop ups / Consoles question

Hi all,
first post but have been lurking a couple of weeks, some great advice here! Have made my first three free sites and had them accepted widely (thanks Green Guy) so I think I might be going down the right lines. Still learning as I go though.

Just looking at making my next site tonight and pondered one of the common submission rules regarding pop ups. For example, at Green Guy's site he says:

If you have any of those annoying pop-up consoles/windows. I only need 1 browser to surf, not 3 or 4 others popping up with nice little spam & top 500 messages & whatever the latest fad is. NO POP-UP CONSOLES OR WINDOWS AT ALL! This does include those target="new" things.

My question is does this refer to on the free site that is submitted or does it also include the sponsors site that the free site links to?

Should I always choose sponsor links that are console free (and lower payout) to meet the rules for submission?
