How to choose link lists

Hey guys,

Here's the thing. I'm going for less link list submissions, more free sites. My question here's should I select the LL that respons quickly or the LL that send more traffic, no matter the fact that I'll get listed in 3-4 weeks?

After all if I submit 1 site every day to each of these LL that take more to review my sites, after 3-4 weeks of submissions I will be receiving an approve/reject email every day

Just wondering what should I target. Anyway I have a good selection of LLs. Just wondering about your opinion.
