Looking for a script for some kind of content management

I need a script that can do the following:

list all pictures in a given directory
delete as needed
add as needed
make folders
move pics to different folders as needed

I have been looking for weeks..found a bunch of gallery scripts that do some of that but none do all..and I dont want to make a damned photo album thing..found 2 that use my sql which I dont need..

It seems like a simple thing but I'm having a devil of a time finding it..any help would really be appreciated..
