main.html or index.html with title tag

I'm surfing around on freesites trying to find a good way to make them and I stumble across this freesite.

He put the description of the freesite as a title on the main.html page. But why doesn't he put it on the index.html page? What are the cons of doing that? Should be better to put the long title on the index.html because it has more backlinks, or what am I missing?
