Need some thoughts about my soon to be forum..

Hey all, I already posted this in GFY and JBM, sorry greenyandjim if I did this badly, but I am building a HUGE forum(nothing like this one) and will need translators and such. which would be the best way to go? Pay straight out for moderating translators or trade/pay webmasters with said skills for translation for paid ad spots? and or an ongoing small ad/forum relationship?
