I use server logs and stats - AWstats is a really good tool for looking at keyword stats and usually your host can install it for you if you're not comfortable doing it
for future planning tools I always use some of the better keyword tools like Overture, Google Adwords Sandbox and http://www.digitalpoint.com/tools/suggestion/ that Tommy turned me onto some time back

its true, most tools do violate their TOS, but now they have the google api, and tools can be made using that and they allow 1000 queries of their DB per day.... (api.google.com) there may be tools now that do conform to their TOS
