ePassporte & Minimum Payouts

Is it just me, or does anyone else wonder why some programs state minimum payouts for US webmasters is - e.g. - $25.00 but for foreign webmasters it is $200.00 even when epassporte is applied?

How much more work is it to send a non-US webmaster an ePassporte payment than it is to send a US webmaster one?

Curious as to any thoughts/answers

(On a completely seperate note, I before E except after C should also state 'and R when using the word foreign')
