If your site comes up in the "blacklist" you can appeal via the link on the page (also see info on the appeals procedure).
You can ASK who added you to the list (doesn't mean you will be told but it does happen - I've seen it before).
Not all LL owners use the same list, (some of us have our own list) but the link Grrenguy posted is the most popular one and even those of us with our own list use that one for reference!
