Is this the correct script?

Hello gang,
Is this the correct script to open a page that will fit properly on any size screen resolution? I have tried it and it appears to work correctly. Just wanted to make sure this was all that is needed or is there too much coding. Also, should the margins be set to zero? Not sure.
