Sounds like the infloor electric heat we tried here at the cabin when we remodeled. 2 weeks after we turned in on, it started blowing breakers. It's covered in 4 inches of concrete and carpeting. We simply ended up disconnecting the whole thing and installed baseboard electric around the lower level. With those, if 1 goes out, just switch it for 30 bucks.
