Banner management software depends a lot on your intended use. IMO for targeted (keyword, time-based, geo-location, etc) you can't get better than PAN... for free.
Did you look at the 'sister' of phpAdsNew, Max Media Manager? I believe it is considerably faster than PAN More info at http://www.openads.org/
