What do you consider too much give away?

What is too much give away? Too many pictures, too long movies, or is it how explicit they are?

A while back I wanted to submit a hardcore site that had about 12 teaser pics and then 12 hardcore pics and it got declined at a few LL's for not enough hardcore.

What is your opinion on this, and I don't mean hardcore only but any free site, what is the boundary between teasing the surfer and giving away too much porn, and still get listed at all the major LL's?
