Directory structure for Free Sites????

Can anyone recomend a good format to organize my folders for free sites. When submitting to many sites I need multiple index.html entry pages to accomodate all the recips. So each of these need to be in a seperate folder as many sites wont accept a index2.html, index3.html, etc.....

Is it neccessary that the content be within the same folder as the index page, as in I need to have many duplicates of the same images in mulitiple folders, or is it ok that they all link to one folder, one up from where a particular index page lies.
