Hmm, I'd go for category recips. Wrong recip chosen & submitted to? Just list it as you would have if you went for option #1. You get a recip to 2 places, the site gets it's traffic, no harm, no foul. I used to reject if the category/recip was wrong, now (as long as it isn't ridiculous - trannys subbed to lesbians eg) I list in the correct category, send the accept email, and if the submitter notices and change the recip, cool, if not, cool anyway.
