I would be inclined to agree. There is human nature to think that what he describes does happen, and indeed it probably does;very rarely. In actuality the different Linklist often have rules that which vary considerably. Especially in regards to questions such as "what is a blindlink?" or "What are the content requirements?". Everyone has their own opinion on these things and so they run things accordingly.
