Video Conversion?

I want to start doing some video freesites. But I need some input on video conversion.

I have some clips, but they're in MPG format, and they're a big large. When I split it into 15-20 sec clips, it's still 2-3 MB. Right now I'm looking at 6 clips (126 secs total), and it's a whopping 21MB. That seems like alot. I'd really like to get that under 10 MB.

The clips are MPEG1, 1374 Kbps, 29.97 fps, 352x240.

I'm thinking of converting them down to WMV format, which seems to look better at smaller file sizes. I'll probably also have to resize the video, change it to a lower bitrate & framerate and maybe use a lower audiorate.

What's your average file size for 120 sec of video? What limits to do use on video clips? Can anyone recommend a good conversion tool? Anyone know a good tutorial on optimizing small video clips?

One more question. I have some content that's WMV, but I think the video stream is corrupt. When I'm viewing it, I can't skip ahead. And when I try to split the video, it either freezes or outputs something that's unplayable. Any idea how to fix this? Any tools that work with corrupt WMV files?

Thanks for the help.
