I would imagine it comes down to shooting. As long as content providers aren't shooting asses only, no webmaster's gonna feel comfortable chucking the rest of the shoot. If webmasters shoot their own content or pay for custom, it's more doable, but still. The girl's willing to be in porn. You really gonna not take shots of her tits?

Also, getting the girls isn't necessarily easy. A subset of girls shoot for porn, and a subset of those have nice asses. Don't necessarily need Keyra-level, but definitely very nice.
