I think you may be confusing the terms "Affiliate" and "Program".

An affiliate promotes a program or paysite.

You can become an affiliate of any ccbill program and promote them without owning any content or paying any fees.

To start a program, you need a paysite with legal content then you can apply for review. There is a $750 fee if you want to accept VISA with annual renewal of the VISA.

Since marketing is more work than production, marketing (affiliates) usually get between 50-60% of the gross proceeds.

I would defiantly get my feet wet selling other peoples stuff before I invested in my own content - if you can't sell heir porn - you probably won't fare any better selling your own.
