I have also been checking that submit page everytime I make a freesite. I guess he got hell lot of links already which he can just rotate to keep his site looking fresh.
Hope someday soon he will open it for us.

I'm sure he has a stong stable of honest submitters who have submit licenses. All we can do is wait for them all to slowly die off so there will be room for us. Some them have to be getting old and sickly.
