As natalie stated

"The usual problem with two people submitting is having the same IP from your ISP (not domains or host). When my hubby was in biz with me we were not allowed to submit a site each per day (totalling two from the same IP)."

My partner and i do have different ip's from the same ISP. (dynamic)
Each time we connect we are each assigned a new ip.

Example:
My IP = 139.168.184.174
Partners IP = 144.137.177.131

Does this mean that we would be able to submit a site each per day?
