When it is that close to the wire, you're pretty much stuck to renew it where it is, then transfer it.

Yes it can. All you have to do is request the reigstrar (by email and phone) to unlock it and you can re-purchase it under any other registrar within the assigned grace period, which is a good thing. 3 domains I had registered through the now defunct iregistrations.com, were picked up by enom.com. This new registrar failed to send me an email notifying me that:
1. They had taken over the account
2. Giving me a heads up that any of my domain names were coming up for renewal
3. Wanted me to re-new at $29.95 each!!

After posting a thread here not too long ago and deciding to take action on my own I spent a few hours at icaap.org. I read their rules and found out that my situation was disputable and that enom had no choice but to unlock.
