The only way I would attempt to gain extra traffic would be to go for a banner exchange but place the banner code on an existing site but request that the traffic go to my new one. At least this way it is a little more targetted.
Buying traffic in my opinion is a waste of money, better off spending it on search engine placement or even advertising space. Sue
