Temporary change of submitter's IP address

I'm not sure whether I saw it somewhere in the rules of some LLs or not, but is it punishable to submit from a given IP, then move to another one for a couple of weeks and submit from there, and then move back? And do any LLs employ a kind of script that automatically checks IP, compares it with submitter's name and e-mail, decides whether they match each other and if not, automatically rejects submition?

P.S. I've read "Travelling Webmaster" topic and know Greenguy's opinion, but other LL owners' views are welcomed nevertheless.
