I am following your your idea that often the guys look younger then 18, and that if you know anything about the people who are posting you will know they are connected to some things that are not "cool" in our society. BUT in fairness to them, they are following our rules (remember their societies dont necessarily believe the things we do) they are not imposing their beliefs on us.

I have to say that I have had tons of those sites put into 4womenavs. I approved all but 2 and even though it was the same model as other sites, a picture or two just looked too young. I asked them to switch out the pictures and they did. I also scrutinize the sites for underagers just as I would a teen girl site.

To answer the question, why are you getting so many of these sites? maybe they are making money? maybe you have no idea how big that market is? The mature niche was explained to me that there is a shit pile of young guys who love to look at older women... yes the Mrs. Robinson fantasy.
