First question is really hard to answer because it really depends on what you want to offer as a link list (features etc) for both the user and webmaster.

Question 2...another hard one to answer, but you would want to have at least 10 sites showing in each category if you can.

Setting up a link list or directory is a LOT of work, so I hope you have plenty of time and like strong coffee
