If you really want a cheap one read: free) that only has some basic features (you get what you pay for) you can try Easy Link List.
I run it on one of my small LL's (www.mature-erotica-links.com) and it does the job it's supposed to do but there are a lot of features missing for running a LL where you accept submissions from other people.

Fonz, I see that this script is written in php but is it storing in mysql?

No, it's storing it's data in files. I don't know what extension these files have. They just show up as the description of the link and are about 200 bytes in size.

Link lists are suppose to make money? I use them for tax writeoffs...
