Sites that comply with the TOS are still there even though they are adult in nature....those that don't aren't. At least thats my experience.

Yeah, Wordpress is definitely the way to go. I've got quite a bit of experience (I've been using it for nearly two years now) with it. If you need any help, feel free to ask.
