He also has officially declared October 31st as National Kiss day and is expecting a 23% candy share policy to take hold at Midnight of the 31st...reports are also filing in with news that a lawsuit has been filed in US Federal Court to ban the use of clowns at all circus', carnivals and childen's birthday parties as it infringes on the "KISS thing"
