Is not true in my opinion.
Recip links are highly devalued now compared to a few years ago.
You might want to hit some of the major seo forums and try to strategize a well formulated backlink plan.

If I come across rude im really not trying to be, I would just like to see the changes you implement have a positive effect for the long term.
