Think this is 2257 over reaction?

If I am going to over react I am going to atleast wait to see the final rules so I know what exactly I am over reacting to in the first place.

I have to admit to being a bit uncertain about the retrospective side of this. I have seen some content suppliers take a solid stance that any content/sites produced prior to the 2000 and whatever date in the ruling isn't required to meet thiese rules. Yet, I don't see how you prove that your site was up before the rules or the content ist that old.
