I am not surprised though there is a precedent Google may be following. Credit card companies do the same thing. They review your site and tell (not ask) you to make certain changes or you cannot process cards.

More than likely the person who replied to you needs additional training or was having a bad day or a god complex. Me, I record every incident on my blog and follow-up later when it happens again.

No it looked like a standard company email, sanctioned by head office.
