It has nothing to do with cheating.
Let's say you've build a hundred of free sites and submitted them all to the linklist and linked like
http://www.porn.com/index.html
No you found this new and great script but it needs SSI... what to do?
Easy, put in the SSI and enable SSI to parse .html files.
If you rename your .html files to .shtml files you're going to have to resubmit all your site...
Anyway, I hope this makes sence
