No, most of us over here use .com too. And those who want a local TLD will still use their own country's extension (.co.uk, .co.fr, etc). Also most people in the EU hate the idea of being in the EU, and would
never use .eu on principle.
The only use for the .eu extension is to allow more people to get the domain names they want.
